Multiculturalism in Public Policy: A Humanistic Approach to Governance in a Culturally Diverse Nation Like Nigeria
Abstract:
This paper explores the integration of multiculturalism in public policy through a humanistic lens in Nigeria – a nation characterized by profound cultural diversity and over 250 ethnic groups. It outlines a conceptual framework that defines multiculturalism, public policy, and humanism, and analyzes the complex interplay between nationalism and cultural pluralism. The study highlights how inclusive governance, equitable economic policies, and culturally responsive education can collectively foster social equity and national unity. Examining case studies such as Nigeria’s Federal Character Principle alongside community-based conflict resolution models, the paper scrutinizes both the transformative potential and the inherent challenges of multicultural representation. Persistent issues of ethnic favouritism, resource disparities, and policy implementation gaps are addressed, while future prospects emphasize civil society engagement and digital innovation as catalysts for change. Based on these insights, the paper suggests structural reforms for meaningful representation, educational programmes that incorporate indigenous cultural narratives, and conflict resolution strategies that blend modern and traditional methods. Ultimately, this study argues that a humanistic approach to governance – one that values both individual dignity and collective heritage – is essential for building an inclusive, dynamic, and resilient Nigeria.
